Saskatchewan as pilot jurisdiction
Saskatchewan is the reference architecture for SINU instantiation. Pervasive Crown utility structure (SaskTel, SaskPower), Athabasca uranium, the Thor Project and SMR program, and a self-contained province small enough to demonstrate the full model before national deployment.
The instincts are there — Crown infrastructure, co-operative tradition, resource-to-compute adjacency. The inference-native overlay is the new layer.
